  • Only a licensed swimming pool builder can install/construct a swimming pool, once a Building Approval and Building Commencement Notice have been issued. This includes the installation of all types of swimming pools including fiberglass, concrete and‘pre-cast’ concrete pools such as a ‘Plungie’ Pool. Owner Builders cannot install/construct swimming pools under an Owner Builders License.

  • Currently there are no licensing requirements for a swimming pool/spa barrier/fence installer. However; the material, type, location, installation and compliance/s all need to meet relevant Australian Standards. They must also be inspected and certified by a licensed Building Certifier. Owners should also be aware that there may be requirements for electrical earthing or the like to be carried out on a barrier/fence by a Licensed Electrician.

  • Until the Certificate of Occupancy and Use (COU) has been issued for the Swimming Pool/Spa installation and associated barrier/fence, the Swimming Pool/Spa is deemed to be under construction and/or non-compliant. Should an owner choose to use the Swimming Pool/Spa without the COU being issued by the ACT Government there may be insurance implications should an unfortunate incident occur. It is illegal to use/occupy a structure/building that has had a Building Approval issued until the COU has been granted.
